Enfield Council has awarded Civica a five-year contract to provide a managed council tax and benefits administration system.
Under the £2.5 million contract Civica will be implementing a new administration platform, based on hosted departmental applications, and provide 24-hour system support.
Civica will implement its OPENRevenues software system later this year, replacing the council’s existing Northgate (formerly Anite) Pericles revenues and benefits application.
Existing departmental processes will be re-engineered and automated based on a new ‘core’ database and modular applications structure. The new system is based on a Windows platform and a Progress database.
The Civica OPENRevenues Core Database incorporates a range of databases, including core person and property database, housing and council tax benefits, council tax, non domestic rates and fraud. It also has modules to support mobile working (OPENMobile) at the council.
According to Civica, the new system will drive greater system efficiency and support product development.
In the future, Enfield also has plans to integrate new electronic claims forms with the current systems, with automated updates of electronic forms, and to provide an online self-service system for customers.
The system will be managed by Civica’s consultants, who will work closely with the council’s senior management.
