Under the leadership of Amyas Morse (appointed Comptroller and Auditor General 1 June 2009) the National Audit Office has changed for the better. Its reports, to judge from its latest, now question what the NAO is told by departments, whereas before the NAO used an abstruse, codified language to denote its disagreement with a department.

These are some examples of the new language in a report published yesterday on the Social Fund. [To eligible people on benefits, the Social Fund provides loans, care grants, maternity grants, and funeral expense payments. It also pays the Winter Fuel Allowance. The Fund is run by Chief Executive of Jobcentre Plus, currently Darra Singh. Jobcentre Plus is an agency of the Department for Work and Pensions.

Amyas Morse was born in Edinburgh, and is a member of the Institute of Chartered Accountants of Scotland.  He led the Coopers & Lybrand practice in Scotland, before moving to London to  manage the London City Office, and subsequently becoming the Executive Partner of the Coopers & Lybrand UK firm.  When PricewaterhouseCoopers was formed, he took on global responsibilities, and has served as Global Leader of Assurance practice (audit and related services), and then as Global Managing Partner(Operations).  He joined MOD in July 2006 as the Defence Commercial Director.
