Westminster City Council has announced the creation of a framework to deliver ICT to three London boroughs, inviting suppliers to tender for the delivery of service desk IT systems.
Westminster is leading a group of council authorities, also including Hammersmith and Fulham and Kensington and Chelsea authorities, seeking suppliers through a procurement contract published by Westminster this week.
Succersful suppliers will be required to provide an integrated service desk solution, end user computing, as well as data centre services to provide infrastructure as service (IaaS) to the three councils. Additional services may be included for successful suppliers at a later date.
The services will need to be put in place by November 2014 for Westminster, October 2016 for Hammersmith and Fulham, with a date set for Kensington and Chelsea determined “by business case”. Invitation documents are now available from Westminster council.
The procurement process is expected to begin in April, with the framework divided into three lots. A contract cost for the framework has not yet been announced.
Westminster announced earlier this week that it would be pairing with the two other boroughs for the delivery of HR and finance services. The deal is expected to save Westminster £30 million by moving to a new supplier, with BT being awarded a contract for migration to new systems and ongoing managed services.
The three councils joined together in 2011 in an attempt to reduce IT contract costs by jointly procuring and sharing services. The councils previously announced that the merger is intended to deliver significant savings through a number of measures such as "rationalisation" of IT staff across respective workforces, consolidation of data centres, and a move towards increased use of cloud computing.
