The challenges of effective delivery
An application’s contribution to the business is measured through ROI; every application is expected to generate business value that exceeds the investment needed for its development, operation and support. Yet, at least 70 percent of projects compromise ROI by exceeding costs, missing time schedules and/or failing to deliver anticipated benefits. Weaknesses in quality practices contribute heavily to these shortfalls. What are the causes for this?

Quality is usually equated to testing after the application code is written. Instead, quality management should be started during the planning and requirements-gathering phase so that issues can be identified and resolved early, resulting in better requirements and design.
