Scottish government signs £270m IT framework deal

Contracts for up to four years with a list of suppliers

The Scottish government has awarded a framework IT services contract worth up £270 million, which will support both its own departments and the wider Scottish public sector.

Suppliers including BT, Dell, Logica, Fujitsu Services, Atos Origin, Kainos Software, and Capita Business Services have been selected to deliver portions of the contract.

The estimated value of the framework agreement ranges from £125 million up to £270 million over four years. The contract is in force for three years, with a possible one year extension.

Local authorities, Scottish police forces, fire authorities, the NHS, further and higher education colleges, the Student Loans Company, and national parks will be offered the services of the suppliers which are part of the framework.

The Scottish government said bodies using the framework would benefit from cheaper collective procurement prices.

The scope of the agreement covers application and website hosting, data hosting, desktop and server support, disaster recovery, hardware hosting, helpdesk services, IT consultancy, IT project and programme management, and data network management services.

John O'Brien, an analyst at TechMarketView, said, "Capgemini is absent [from the framework agreement] despite a strong position in the market through the eProcurement Scotland programme, and the Tayside procurement consortium, between Dundee City, Perth and Kinross and Angus councils.

"We also suspect Capita will be disappointed to find itself in lot 2 [a list of ten suppliers who will supply 'small' projects] after all the efforts it is making to build up a significant IT services operation."

Atos, Fujitsu, Logica and BT make up the suppliers in lot 1, as suppliers to 'large' projects.
