Transport for London’s CIO, Steve Townsend, has confirmed to Computerworld UK that he is considering a move away from a contract with Capita Business Solutions that is due to expire in 2013, where it provides the organisation with an information management system.
Following a review of the impact of the 2003 National Grid power failure on London Underground, TfL realised the need for an improved incident and network service information system, which could be shared between various responsible bodies to ensure a rapid, co-ordinated response to problems on the transport network.
TfL consequently implemented a solution provided by Capita, which is used on a 24/7 basis and allows a rostered duty officer to relay information to senior managers when both minor and major incidents are reported on the tube network.
An online notice states that the principal benefit derived from the system “is the ability to provide the correct level of incident detail and actions required simultaneously to a wide group of effected users”. It said that it has become a “critical operational tool” to London Underground.
“The system provides early visibility and the ability to share information between various bodies, such as the British Transport Police, and other emergency services. It allows for prompt and quick decisions to be made around major incidents between key stakeholders,” reads the notice.
However, TfL is now looking to engage with vendors to see if there is a better solution that could be provided.
“The existing contract for TfL’s incident information management system, currently held with Capita Business Solutions, is due to expire in 2013,” said Steve Townsend, chief information officer at TfL .
“TfL has issued a Prior Information Notice as a way of testing the market and encouraging potential suppliers to engage with us. This allows TfL to be fully appraised of market developments and will be followed by a formal procurement process.”
