Winchester City Council has begun installation of an enterprise content management system from Open Text.

The council, which has been digitising its paper documents for some years, will use the Livelink ECM system to manage its electronic records more effectively across the organisation.

Lyn Black, project manager for electronic document and record management at the council, said: “We wanted a system that would not only improve the way we file, retrieve and share information, but one that would change the corporate culture, save us time, increase efficiencies and most importantly offer our customers a better service.”

Winchester also wanted the new system to support mobile working by council staff, she added. The Open Text system would allow staff to access files online and was compatible with the council’s Microsoft software.

The new system will be provided by IT services firm Hedra and will be rolled out across all the council’s departments by 2010.
